The screening will be held at the counselor's office at the Hardin Primary building, 113 Ave. in Burkburnett. Offered as a service of the Burkburnett Independent School District, the screening will attempt to locate any 3, 4 or 5 year old child not yet in kindergarten for possible learning disabilities. Carl Dixon, director of individualized education, said some children are born with or may acquire physical and or mental conditions which handicap their normal growth development and learning in school. He added that many of these conditions can be helped or completely corrected if parents recognize the problem early and seek help.

Additional information is available by phoning 569-1852. School days often sad days Tragically, the opening of school brings about a rise in the number of traffic accidents involving children, and motorists are again reminded to be ever alert to children's safety. "We hope to educate children and motorists so that these dangerous situations are avoided and the number of accidents involving children can be decreased," said Mary Ellen Harmel of the Wichita Falls City Council PTA. The council's back to school safety campaign, "I'm Worth It," is jointly sponsored by the council, Texas Office of Traffic Safety at Midwestern State University and the Citizens Traffic Safety Council. According to a recent study by the American Automobile Association, traffic accidents are the leading cause of death in children under the age of 14 years.

Two out of three victims are boys, and the largest percentage of traffic accidents involving children occur during daylight hours. Statistics on school-related traffic accidents indicate that most occur 45 minutes before and within two hours after school openings and closings. School-age children tend to be in traffic accidents on a week day, in an area without traffic controls, and often in mid-block where the pedestrian runs or crosses from behind a parked vehicle, said Mrs. Harmel. Motorists are especially urged to watch fpr younger children darting out between cars and to observe the traffic law requiring that motorists stop when approaching the front or rear of a school bus that is stopped on an undivided roadway.

Contempt, fine Rent raise ordinance threat shrinks to go before council to mild chide By CINDY RUGELEY Staff Writer By PHIL RINGMAN Staff Writer Justice of the Peace Arch Greenwood today mildly chided a deputy sheriff after earlier threatening to hold the man in contempt of court following a weekend incident. Greenwood had threatened to hold night jailer Peter Kiryakakis in contempt and fine him $100 after Greenwood said the jailer refused to bring a newly arrested inmate out of confinement Saturday night so Greenwood could read the man his rights and set a bond.

Greenwood said the arrested man's attorney called him Saturday after trying unsuccessfully to contact Justice of the Peace R.L. Stewart so a bond could be set and the man released from jail. But Kiryakakis refused to bring the inmate to Greenwood when he went to the jail, saying he had a letter from Stewart stating that Stewart was to be the only judge to set bonds on prisoners. position was he was obeying an illegal order and refusing to obey a legal order," Greenwood said. However, after meeting with Kiryakakis and Stewart this morning, Greenwood said the matter had been straightened out.

Stewart said he had sent a letter to the sheriff's department last year stating that he preferred to set bonds on prisoners on whom he had issued the arrest warrants if he was available because he might be familiar with circ*mstances in the cases that might warrant a higher bond being set. The letter, Stewart said, was prompted by some difficulties with previous Justice of the Peace Ed deMontel over getting the necessary paperwork on the bonds returned to his office where they had to be filed. Stewart said he was unfamiliar with the Saturday night incident involving Greenwood but later that night set a $3,500 bond on the man, who was charged with burglary of building. "Don't write that thing so it sounds like we're feuding, because we're not," Stewart said. "We're getting along fine, and that's the way I want it," he said.

"As far as trying to hog all the business, I don't want it. I've got more than I can say grace over." Stewart said today he had already withdrawn the letter that caused the problem, adding that he and Greenwood have handled each other's work previously when the other was out of town or unavailable, and would continue to do so. An ordinance permitting landlords to increase rents charged to tenants by 3 to percent will be considered by Wichita Falls City Council Tuesday. Following the meeting, the council will conduct a work session on 1979-80 general revenue sharing appropriations. If the council approves the ordinance permitting the inin rents, it will be the first time since April 10 that crease landlords have been granted the option to increase rates.

April 11, the council passed an ordinance prohibiting landlords from increasing rents beyond that charged prior to April 10. Last week, Dan Savage approached the council seeking permission to increase rent on about 25 apartment units he owns in the city. Council member Marvin Traywick asked that the rent freeze ordinance be thawed to permit a city-wide 3 to percent increase. However, there was some question at that meeting whether emergency powers granted to the city after the tornado permit a partial increase. City Attorney H.P.

Hodge said Monday he was still studying the emergency provisions. Hodge was out-of-town last week. About $1.3 million is available to the city in 1979-80 general revenue sharing funds. Unless Congress continues the enableing legislation, this will be the last year for revenue sharing. Proposed city appropriations include $600,000 in street and drainage improvements, $151,000 in park improvements, $45,000 for parking and $12,000 for a warning siren system encoder system.
