The panel investigating sexual assault allegations involving the University of Colorado's football program approved a report Friday expected to provide a blueprint for change. The eight members of the panel refused to say what was in the report, which was approved unanimously and will be given to the Board of Regents on Monday. It will be released Wednesday. At least nine women have said they were sexually assaulted by players or recruits since 1997, though no charges have been filed.

Three of the women have sued the school. Attorney General Ken Salazar said this week his review turned up no evidence warranting criminal charges. Boulder police also cleared two football players in one of the cases. The scandal has spurred an overhaul of the football recruiting program. The NCAA is weighing changes to recruiting guidelines nationwide.
